Compliance Audits

Audits certify that you have evaluated compliance with OSHA’s PSM and the U.S. EPA’s Risk Management Plan programs at least every 3 years. An employer is required to retain the last two audits, the report findings, and responses to the findings.
APSM conducts OSHA PSM and EPA Risk Management Plan audits in addition to California Accidental Release Prevention plan audits in which the following elements of your program would be reviewed:

  • Application
  • Definitions and Management Responsibility
  • Employee Participation
  • Process Safety Information
  • Process Hazard Analysis
  • Standard Operating Procedures
  • Training
  • Contractors
  • Pre-Startup Safety Review
  • Mechanical Integrity
  • Hot Work Permits
  • Management of Change
  • Incident Investigation
  • Emergency Planning and Response
  • Compliance Audits
  • Trade Secrets
  • Risk Management Plan

Other items that may be reviewed during the audit include the Hazard Assessment and Offsite Consequence Analysis, 5-year accident history, and general requirements and documentation including the EPA Emergency Planning and Community Right to Know Act (EPCRA), and any other local and jurisdictional requirements.

During the audit, recommendations will be made to improve compliance and further ensure safety measures to protect operators and employees at the facility.  These recommendations will be documented and included in the audit report.  Following the audit, the development of an action plan to ensure future compliance can also be provided.
